I didn't realize this before, but I just read over at Introduction to XML that the XML declaration, or the part that looks something like this:

<?xml version="1.0" encoding="UTF-8" ?>

...is actually optional. That means that the following:

 <Title>XML Declaration is Optional</Title>

...is valid XML.
